Filing Service in Public Administration

The thesis deals with the analysis of filing service and archival science. The theoretical part is focused on definition of the basic terms and contains a description of the document lifecycle. An important part of the filing service is the creation of the file which is governed by the applicable legislation. Life cycle of documents and files is ending within the shredding proces. The individual steps are described in the thesis. The practical part is focused on achieving of the targets in this thesis. It deals with the filing service of a specific public originator which is the Municipality of Kamenice nad Lipou. There is described the evolution filing service in the municipal office, the implementation of an electronic filing service system and start of data boxes operations. The goal of the thesis is valorize the benefits of the introduction of electronic filing services and if public originators can achieve savings due to this information technologies. There will be evaluated positives and negatives of both analog and electronic form filing service and whether all public originators are able to practice filing services by applicable laws.
Economic impacts of reorganization file and archiving service at the Ministry of Defence of the Czech Republic

Bachelor thesis deals with an analysis, evaluation of results and problem of management development file and archive services within the Ministry of Defence (MoD) in continuous reorganization conditions of the service at the beginning of the gradual implementation of the electronic systems supporting processes depending on the project of government computerization of the Czech Republic. It summarizes various stages of the history and continuing evolution of that particular service within the MoD. It also reflects current implementation projects which have impact to document life cycle and compares economic aspects and impacts of implemented activities connected to computerization and automatization. Bachelor thesis recapitulates the actual legislative conditions in area of records service with focus to the registration of the particular documents in various categories within the MoD, including the final forwarding of documents to the administrative archive of the MoD. The next part of bachelor thesis describes the development of archival service, organization of archives and execution of public administration in the area of the archival service in the Czech Republic as well as it describes the structure and position of MoD archives, its composition, powers and actual changes facing the archive computerization. Conclusion assesses the economic impacts and troubleshooting management and development of files and archive services within the MoD. This part uses exact economic indicators comparing formal and current method to secure document lifecycle and points out the pros and cons of current processes set by current legislation.
Implementation of electronic registry into the company E.ON Czech republic

The diploma thesis deals with the processes associated with receiving and sending postal items of E.ON Czech Republic followed with the effective development of the life cycle of documents with use of the digitization and data mining. The aim is to develop the project "Electronic Registry", which can be implemented into current information systems of the company and which will contribute to the optimization of processes of the registry. To achieve this objective it was developed an extensive analysis of the current state of registry and records management system in E.ON Czech Republic. Based on analysis it was proposed a specific solution for improvement. The first part deals with the analysis of current legislative requirements and theoretical analysis of the document lifecycle, which is demonstrated on the example of E.ON Czech Republic in the second part of the thesis. In the second part there is the introduction of company E.ON Czech Republic, which is followed by description of the current state of registry and processes in relation to the rece-iving of postal items. In the analysis of the current situation there are identified issues that arise when receiving and processing postal items to the registry. To the identified problems are offered individual solutions, which are elaborated in the overall solution in the final part of the thesis. The last part is a custom suggestion of optimization of existing processes by using of digi-tizing paper documents and data mining for automatic sorting, which helps to streamline existing processes. This section describes specific solution that is introduced into the E.ON Czech Republic. The solution system provides a single place for the digitization of docu-ments received and their subsequent management.
The impact of changes in legislation on managment of filing service

This work covers the implementation of filing service in a municipal office and compares the real, current state with current legislation demands. The work is divided into 2 parts. The first part provides basic information about a selected municipal office and the character of currently used information system for filing service. Next this part describes individual activities being carried out in order to provide filing service and analyzes the life cycle of documents being processed in the municipal office. The second part of this work identifies significant changes in legislation, which influence individual activities of filing service. This enumeration serves as a basis for change proposals leading to the removal of flaws in processes as well as confusion in filing service managment in the municipal office. The main output of optimisation of filing service is altering the filing service managment according to the current filing service order in order to be in agreement with current legislation and the Ministry of Internal Affairs regulation.
The solution of documents administration in a particular local authority

This thesis deals with the solution of documents administration in a particular local authority. It describes real activities connected to a document's lifecycle. This cycle involves receiving, classification, insertion to the system, registration, assignation to other competent people, documents cycle, settlement, storage, shredding and archiving. The cycle is inscribed both theoretically and practically. As a result it enables to the reader to see immediately whether the processes are performed in the way they should be. Especially, processes which are performed with all documents are analyzed there. This is inscribed both for documents delivered by mail and documents created by office employees. The endeavour is to identify errors and failures which appear when working with documents and to suggest solutions with the aim to simplify, make more precise, accelerate and improve current activities of the local authority.
